Import Jira Cloud Failing

Hi, I am trying to restore an instance using the 'Import Jira Cloud' function in the Admin settings page of Jira.

The import fails with an error of "Error importing data: PrivacySafeException"

The error message does not help in debugging what is wrong. I have looked into these tickets without any help:

I have also tried splitting the upload zip into two files as recommended in this article:

The error is still the same when I try to upload only the 'actions.xml' and 'entities.xml' in one zip.

Is there a detailed log I can download that tells me exactly what failed in the upload?
