Import comments that have attachment

Hi,

We have issues that have attachments and we would like to move that to other server.

When we export the issues to CSV, the name attachment files appear in the comments value.

But we don't find the files themselves and not documentation how to import the files such that will appear in the imported comments.

Is there a way to do that? (using import from External system as CSV or any other way)
