Import of Change Log data

Hello - we are about to migrate from one environment to another.  We cannot use CM so we are using a CSV export and subsequent import.  We are also using python scripting to gather change log history so we don't lose it.  My question is - is there a way to reimport the change log info back in since it is not exported from jira in the csv?  Is there a better way to collect the change log info for each query so we can have it in the new environment?
