Import user comment anonymously from CSV?

I'm importing a single project from a Cloud instance to a Server instance using a CSV file. 

There are some former users who don't exist in the Server instance and because they are not with the company, do not need an account.

Is there a way to change their user IDs for the comments so that they are imported as an anonymous user instead of having to replace those values with an existing user?

I doubt it, because you would normally not be able to make a comment without being logged in. You could though create a fake user, map the comments to it, and then disable that user.
