Importing Inactive Users from Rally

Hi,

We are in the middle of importing issues from Rally into Jira using the CSV import. Here is one issue that I am running into:

We are mapping to Assignee and Reporter fields. I understand that if I map the email address of the user to Assignee and Reporter fields the importer will automatically create Jira users and these will be created as active accounts. But several of these users are no longer active even in Rally (i.e. they have left or moved teams). How do I make sure to only mark a subset as active during the import? Or can I create all new users as inactive accounts and activate some of them post import?

Also, do I need siteadmin privileges to create the users via the CSV import?
