In my experience, Scrum of Scrums is a type of meeting used for scaled agile practices, where people from each team meet using daily Scrum methods to manage daily work overlaps.

If you need a dashboard/board spanning all teams, you could create a single Jira Kanban board showing all in-progress sprints/work (with a combined project filter). That would provide visibility for the Scrum of Scrums chat.
