I am unable to Approve nor Decline tickets when they come into my queue. I can only Cancel or Resolve.
Is this done by design or am I missing something? The Approve nor Decline Statuses are shown anywhere so I can click on either and have the ticket transition into the next step.
I did see this in the FAQ, but I do not believe it is a custom field:
The JIRA Mobile interface will show custom fields in the issue details screen. Custom fields that have their own custom field renderer will not display on the JIRA Mobile interface. You will need to switch to the desktop interface to view these fields.

When I configured a workflow that contains approval logic, I'm seeing the same status options in the mobile application as I do in Jira's web interface(I've included screenshots below). If you view the issue in Jira's web interface(while logged in as the same user as the mobile device), do you have additional statuses that the issue can be transitioned to?
As you mentioned it's possible that that these fields aren't rendered in the mobile app because the buttons are provided by a custom field that it can't render. Were you able to rule this out?
