We have a requirement in Jira Service desk where there is IT-Team and they monitor and take care of tickets in IT-Queue.
how can we make
IT team to be able to see all the tickets that are created for IT queue throughout the life cycle of the ticket . IT-Team should see on IT-Queue not any other queue

I'm not sure if I have properly understood your request, but I think you are looking for a way to restrict the tickets created in the IT-Queue, so only the IT-Team would be able to access these tickets. Is that correct?
If that's what you are looking for, you can use the security level feature to properly restrict the access to the issues:
Configuring Issue-Level Security
If that's not what are looking for, could you please elaborate your scenario a little bit more so we can check other options for you?
