In a Jira servelt filter, how to check if the destination page is reachable for admin role only

Hello,

as a logged in user with ADMIN role, I like to check in a servlet filter if the destination page is a page in Jira's "admin area". This means, check if that page is reachable with ADMIN role only.

Is this possible in a) Jira and b) in Confluence?
