My plan has a number of issues that are blocked by / dependent on issues currently not in my plan. I can see these issues if I filter by dependencies (Both incoming and outgoing). When I click on them it says - 'Not in this plan'.
I want to find a way to quickly and easily bring all these (outside the plan) issues into the plan so that I can try and evaluate which projects/features are blocked by what. This will help me evaluate a critical path (which should ideally already be a function in Jira but unfortunately it isn't)

To bring issues into your plan, they must be part of at least one of your plan's issue sources. When you created your plan, you selected one/more boards, filters or projects to pull in the issues into your plan's timeline. Any issues that are not included in those sources can't be in your plan.
Simply put, to bring in the other issues, you would need to either expand the filter of one of your existing issue sources or add additional sources to the plan. You can do so from plan settings / issue sources.
On a side note - if the issues you refer to are part of one of the existing sources, they may have been removed from the plan manually. In that case, check plan settings / removed issues. If they are there, you can re-add them to the plan.
As a final remark; the critical path is a classic gantt-chart feature. While I would not dare to question the value of a critical path, be aware that the timeline in plans is not a gantt chart and never had the ambition to become one. Jira Software primarily supports running agile projects, not so much traditionally managed ones.
