In cloud, how do i set the announcement banner?

I'm a site admin, JIRA administrator, and about everything else...

but the page that tells me how to do this says there should be an option under system / user interface, and there isn't one.  

Where did it go?

Currently announcement banners cannot be viewed or configured in JIRA's new experience view.

You can add you as a watcher and vote this suggestion meanwhile:
