JIRA runs as an application within Tomcat (doesn't have to be Tomcat, but it usually is)

The second line of your screenshot is the Tomcat that JIRA is running in.  You can, therefore, stop the first one, as long as it's not running any other services you need.  It's not running JIRA, but we don't know what else it might be doing for you!
