In the assignee dropdown, there are three "Sections". What are they for?

When editing a question, there are three "Sections" in the dropdown box.

One that just has "Unassigned" and "Automatic". One that has a list of a few people in the group. And below that is a list of everyone in the group.

What is that middle group? Ideally, I'd like to put different people into that middle group for ease of use - is there a way that I can edit that?

That is the list of people who recently worked on the issue, reporter etc. People whom you are most likely to assign the issue. Kind of an 'intellegent' list!

You can't customize that list.
