In the version report, how do "unestimated tickets" impact the predicted release date?

In the version report, how do "unestimated tickets" impact the predicted release date? Is there any assumption built in for unestimated tickets? Or does the calculation ignore them because there is no estimate?

 

Also, can the 10% range be customized for the optimistic and pessimistic predicted range?
