Inability to publish a workflow in service level project

Hi there, I am working on adding a new workflow to a JIRA service project. For some reason the old workflow is showing and when I try to publish it is not working. On top of that, I can not transition any issues (which are still using the old one).

I edited the top one L2S: Default ESM workflow for Jira Service Management

Then when I go into, I see this:

But when I go into the other editor open workflow, I can see the one I made, which I want to publish:

finally, when I go back to try to publish draft, I get this error but I see IN REVIEW is in my workflow above

From your images this is your draft workflow:

This appears to be your original workflow, since it has a number of statuses that do not exist in your draft.

The In Review status exists in the original workflow, but I don't see it in the Draft that shows your changes.

I recommend that you make a copy of the original workflow. Modify the copy to match your draft.

Discard your draft.

Then modify the Workflow scheme to bring in your newly created workflow and assign it to the issue type(s) where the original workflow was used. The wizard will then let you know if there are issues in statuses from the original workflow where the status doesn't exist in the new workflow, and it will ask you to pick which new status should be used for those issues.
