Include linked attachment with every issue created

Hi, Is it possible to include i.e. a word document for each issue created as a linked doc?

I want some guidelines to allways be included for every issue created.

Is that possible?

You could use an URL custom field and set it's default value to a location where you provide the documentation (file:////// or http:// URL)

If you want the user to be able to access the documentation while creating the issue you could add help links to the view issue page using the tricks described at http://confluence.atlassian.com/display/JIRA/Creating+Help+for+a+Custom+Field
