We have a 100 user on-prem license with various plugins and we're interested in upgrading to 2000 users so everyone in our company can use Jira for planning their work.
We want all users to use the Kanban boards, so Jira Software licenses are needed.
However, because we have a few plug-ins the license upgrade costs are skyrocketing, e.g. we have less than 50 developers in the company and use the Jira4TFS plug-in, and most users don't care (or know) what TFS is, we don't want to upgrade this plug-in.
Is there a way to upgrade users but not all plug-ins to the same user level as Jira Software?

unfortunately not. Plugin licenses are always bound to the main license. But you could split up your instance in 2 with different licenses and linkt them via APP-Link.

That doesn't sound like a clean solution - I think that would put off our users.
Maybe we need to start to remove some of the plug-ins which is a shame as it will reduce functionality and stop revenue for some Atlassian partners.
