Hello everyone.
I'm currently in the process of switching our old service portal from TopDesk to Jira. Is there a way, as you can see in the screenshot, like in TopDesk, to insert some kind of information text or help with a link between the fields if the user wants to create a new issue?

The configuration you refer to is called the Field Configuration in Jira. Please check out the documentation here for how to modify the field descriptions - https://confluence.atlassian.com/adminjiraserver103/specifying-field-behavior-1489807531.html .
