Insert Attachment Already on Request missing on some comment fields

This link shows an option to mention an existing attachment on a comment. https://community.atlassian.com/t5/Jira-Software-discussions/Add-custom-field-only-to-comment/td-p/1834192  It works for comments on tickets, but not comment fields that come up when moving a ticket between status'. It did come up on those pages before the migration to cloud. Has anyone else been able to restore this functionality through a custom field or something?

I was surprised to find this behaviour. The sole solution I found was to manually input the attachment tag for rendering, such as !myattachment.PNG!
