"New server license sales have ended as of February 2, 2021 (including the Insight - Asset Management Server app) and support for existing licenses will end on February 15, 2024 PT. As such, the Insight app/capabilities will not be included in Jira Service Management Server. However, users with an existing license of the app version of Insight can continue to renew and use it until its end of life on February 15, 2024 PT. At that time, we recommend considering Jira Service Management Cloud or Data Center."
So if you didn't have Insight installed with a valid license before 02/02/21, then you're no longer able to install it for Server. You need to switch to either Cloud or Data Center.
