We are using JIRA on a Windows Server 2003 machine. Everything works properly when using Firefox or Chrome; however, if we use IE8/9 the drop down menus do not display properly. Also, if we select a ticket we are not given the option to add a comment on the Resolve issue screen. We do not have the ability to close the ticket either. I have updated JAVA on several machines and the server. We can still cannot find a fix to this issue. 95% of our users will be using Internet Explorer. Any suggestions on what we can do to get this fixed?

You can try to disable compatibility mode and enable XMLHTTP on IE tools advanced tab
