There are some projects needed to be just watched by some individuals couple of times per year. Therefore, I wouldn't like them to be in my permanent users list. Is this possible?
Is there a way that I can share information with someone, just for watching purpose, but in the same time he won't be included in my User's list?

welcome to the community! Unless you have an "open" Jira instance (anonymous access), product access will always mean consuming licenses. A special case is being a "customer" in Jira Service Management. But watching, same with voting, is not possible for anonymous users.
If it is really about simply sending out information to someone else, think about exporting the issue information or even better an app like Email This Issue. But it also costs money. So depending on your use case (how many users, how frequently do they get information, should they be able to do it themselves or you simply send out information every now and then), there are multiple ways to solve this. Keeping a few extra users could be the cheapest if you would have to pay for every user when it comes to apps.

You can provide RO access to a user but they will still show in user list since the have browse permissions- jira-cloud-how-to-create-a-read-only-user
