This would be hard to answer without details on jimflow itself. That being said, if they jimflow would be capable of performing rest api calls towards the JIRA OnDemand instance, I would not know why this wouldn't work. I believe it needs a Plugin Upload on Jira.

In that case, no. Plugins on OnDemand are limited to a fixed list - see https://confluence.atlassian.com/pages/viewpage.action?pageId=315326753
