Looking for something to allow us to create a process and automate it within our team but i would like to know if it is HIPPA compliant?

Jira Cloud itself is HIPPA compliant. Refer to

https://www.atlassian.com/trust/compliance/resources/hipaa

HIPPA compliance for third party apps would have to be evaluated for each app you want to use.
