Hi, I'm new to Atlassian and new user of Jira. I have heard that Jira is paid and having complex to manage its data center. I want to use this for personal business usage. Kindly clear that
Jira Software (cloud) is free to use upto 10 users. You do not have to manage any data center/ take care of installation related issues if you use Jira Cloud.

for server, you need to install the jira instance and configure everything (if you use LDAP for user management). mybe your company IT will help you with this.
If you use cloud, you don't need to install jira.
in both cases, you need to create the jira project, and maybe customize the workflows, transitions, custom fields.
this is not so hard and there are a lot of tutorials for this.

Since you are new to Jira there are also a number of short videos posted in the community for people who are new to Jira. Jira administration does need some amount of training ... especially if you use a classic project. Net-gen projects don't require as much training and are a little easier to use for people who are new to Jira.
