The information on Maintenance Windows is provided on the "Site Maintenance" notification you provided - you can view it on this page.
Maintenance usually occurs in the early morning based on the timezone selected for your instance. This can be difficult if you're a global company, as users can be online during different times.
If the server timezone isn't working for you, I'd suggest contacting Atlassian Support and seeing if there is anything they can do: https://support.atlassian.com/
