AS system admin, we often need to do the batch process for swapping users in fields like assignee, reporter. Also, we need to batch update the owner for one person's all filters to another person. The data center system admin has some built-in tools to help out but on the cloud side, I am just wondering if REST API has some good way to help out.

I'm not sure what you mean by 'batch update', but the REST API definitely allows you to change the values of the Owner, Assignee and Reporter fields of any issue.
You said the DC admin has some sort of 'tools'; can you be more specific what those tools are?
