I had a request from one of my client that they would love to use Roadmaps but our instance is still on server. Previously we had the paid plugin for that but its license is expired now and there is no way to renew the license as atlassian has made a feature in data center and cloud. https://www.atlassian.com/software/jira/pricing. Can anyone confirm if there is any way i can get roadmaps in Jira Server.
Also are project protfoli management for jira and roadmap two differ things?(In the context of jira sever)

No I don't think Roadmaps are available for Server:

No, Roadmaps are not available for Server. Roadmaps are connected to nextgen projects

If you are referring to the Advanced Roadmaps tool (which is what I assume based on your reference to Data Center and Cloud). The product is indeed a rebrand of the former Portfolio for Jira app and was made part of Data Center with version 8.15, as you can read in this announcement blog post.
Old versions of the app can still be downloaded here, but are not available beyond Jira Server 8.14.1.

There was a name change from Portfolio to Advanced Roadmaps so it’s technically the same.
As for can you get this addon on Jira Server, I believe not as Atlassian isn’t selling server licenses for this application anymore. I would still suggest reaching out to Atlassian’s sales team to clarify this.
You could look to alternatives like Easy Roadmaps as a backup or search the marketplace for suitable alternatives.
