Is 'Store Jira data on your own device' doable/useful?

Does that mean that I can download on my comp. my peace of Data - to complete, send the emails or attach smthng, generally speaking, to work with?

@Olga Strigul welcome to the Atlassian community 

The documentation is talking about how you can restore from other system and how you can download cloud backups that could be used to restore your cloud instance if needed.  If you download it it will be in backup format and you would not be able to access the application on you local computer.  It is just a backup of your cloud instance at that time.
