Can an automation select any status, or is it restricted to selecting a transition from the current status to the target status?

An Automation Rule cannot change an issue status in a way that is not supported by the Workflow.

You may create a rule that attempts to do that, but the rule will fail.

When using the Transition Issue action, the options you see available will not necessary take into consideration the limitations imposed within the workflow.
