Is it possible to link two projects in jira cloud.

As far as I'm aware (but others may know something I don't):  projects contain issues and it's the issues that can be linked.

Projects can be grouped into 'categories' to help with JQL searches.

Or if you can describe the problem you're trying to solve, or the outcome you're trying to accomplish, that may help consider alternative ways to achieve/solve the same.
