I'm not sure that it is a bug or a feature :)
User picker custom field lists not only the active users but invited users too. Invited users have no product access so they cant be assignee of any issues.
The problem is that I have some automations which create issues and copy assignee from trigger issue's user picker custom field. If a user without product access is chosen at original issue, automation fails.("User cannot be assigned issues")
Could you pls suggest me a solution how to hide users without product access from user picker fields?
Or is there a setting for the automation to create the new issue without an assignee if the user given at trigger issue's user picker custom field is not an assignable user?

you can also add a User Filtering in the user picker's context and add e.g. the global group jira-users-xxx:

The way it works is that if you have the "Browse users and groups" global permissions, you'll see everyone on your site, including Confluence guest users, even if they can't actually access the project you're working on.
