Is it mandate that Zephyr for Jira should have same licenses as JIRA user license

I have recently upgraded JIRA licenses from 10 to 25. Is it mandate that I have to upgrade zephyr for Jira license too

Yes, apps licenses must  always match Jira license, it doesn't matter if only a single user makes use of that app.

Unless you can identify which users are allowed to use Zephyr the first time you go over 10 users JIRA may stop working or get an error message they may or may not indicate a problem with Zephyr depending on how tightly they interact.
