Hello! Is it possible in a Jira dashboard to create personal filters in a gadget? Or to create personal gadgets? Can we add personal filters created with "manage filters" in a gadget?

No.  But you can create a personal dashboard.  Everything within a personal dashboard is up to the owner to define and own then.

A link to what?  I can't tell you where your Jira is!

But, it's not hard.  Log into your Jira, click on "dashboards" in the main menu, and select "create dashboard".  Name it, choose who you want to be able to see it, and then start adding the personal stuff you want to it.
