Is it possible not to allow the status change of an epic unless it has Linked issues?

I have a requirement where the user asks me not to allow to change the epic to "in Progress" unless they have created some Issue Type (Story, Task, approval, etc.) is this possible?

You cannot do this out of box, but there are some add-ons that would provide that functionality.
