Is it possible that the inputted ticket number in should be in a specific status before it reopen?

Meaning if I have the main ticket which is JIRA-01 and it is in Closed status and before I reopen this ticket there is a required Text Field (Single Line) that will input the reference JIRA ticket number (ex: JIRA-02) 

Is it possible that the inputted ticket number in text field should be in a specific status before it reopen?

It is possible. You would need an add-on for it like Power Scripts, ScriptRunner, Groovioli, Mygroovy etc.
