Is it possible the "Time Resolution" can be visible to Customer Portal too?

Jira has a feature that we called "Time Resolution" on which we saw the timeframe or SLA for the request but this is only available on Agent's View. Is it possible we can make it visible to the Customer Portal / Customer's View? This is for them to track how the request is going.

No this is not possible OOTB. You might consider searching the marketplace for enhanced portal options.
