Our user will write some project description in project, and the description will show in http://<jira_base_url>/projects/<project_key>/summary
And if someone ever enter the project and if they enter url http://<jira_base_url>/browse/<project_key>, they will go to http://<jira_base_url>/projects/<project_key>/issues/
My problem is that our user want to set summary page url as default path when they first enter the project..

users can decide as per URL where they "want" to start (either intentionally or learned from common experience).
When I understand you correctly you want to "redirect" or better say hard pinpoint the users to the summary page so likeliness is high they read the description.
From configuration side this is not possible. In case you are using a reverse proxy you, indeed, could rewrite the URLs so users land on a different page than they thought they will.
Depending on user's training level this might work - or fail and lead to support call and an frustrated user (user experience).
