Is it possible to create a Task without associating it to a User Story

I would like to create and track a Task without relating it to any User Story.

Yes, you can. 

Assuming you have a "task" standard issue type, you can simply create it the same way you create a story, there's no need to link it to anything (unless your admins have defined something that requires a link).

However, I suspect you might be thinking of tasks at a sub-task level (also a perfectly valid thing to do).  Sub-tasks, are, by definition, a part of their parent issue, and hence cannot exist outside a parent.

Hi @damien finn, welcome to the community! You can definitely do that. Perhaps, you can tell us a little bit more about your use case but, assuming you're setup does not require you to relate to a story, you should be good to go!
