For one reason or another, sometimes a ticket can move to in-progress without the dev adding the time estimation.
Is it possible to add some kind of block so that the estimation must be added before a ticket can move to in-progress?
Could you try a transition validator to say the field cannot be 0 or blank or it must be modified?
I have done this with a customer field before.
