In a scrum backlog board, it is possible to open up a left-side panel for Epics and for Versions. Then one can easily filter the backlog by epic or version -- and easily add issues to epics and versions.
I would like to do something similar with components. Is that something that an administrator has to enable? or does it not exist?
For a particular project, work needs to be prioritized both within a particular component and across components. To complicate things further, an issue may belong to multiple components (which is why we're not using epics).

This feature was too complex to build in into existing board.
Additionally there is now way to build a cloud version of such feature.
Instead we've added something else:
Multilevel combined WIP for Kanban & Scrum boards as a new feature of our app.

No, I do not believe this exists. What you can do is create a page in Confluence and insert a two-day dimensional macro where you can define the X or Y axis = Components (Suggest Y axis if there are lots of Components) and the other axis can be an attribute that would help you monitor such as issue type, for example.
