Is it possible to have a same project name(ABC) if i delete an existing project with the name (ABC)

I have a project with the name(ABC) and key (ABC). I want to create a new project with some changes and move all the issues of that project to new project. I want to ask 

• If my old project is ABC with the key (ABC) and i create a new project with name (XYY) and key XYZ. and i move all the issues from ABC to XYZ, and delete ABC.
• Can i rename XYZ to ABC after deleting and change the issue KEY from XYZ to ABC.
