Is it possible to have some kind of hierarchy?

I have a tricky situation (at least for me) : I need to have my issues in some kind of hierarchy structure, that means:

Department -> Project -> Product -> Issue.

The project - product relationship should be n to n, that means many projects could be assigned to one product and vice versa.

Is such a structure possible in the basic JIRA (Without Addons)?

You cannot. Use Epic for your product then Stories for the Issue. So "project A" can have Epic "Product A" and so on, you get the idea. That's the closest you can get and this is with JIRA Agile add-on.

No, in out of box JIRA it is not possible.

You can achieve hierarchy in JIRA using the plugin Structure.
