Is it possible to have two Jira accounts for one user?

Hello, We recently migrated from Jira Server to Jira Cloud.  I need the ability to have a Jira Admin account and a Jira User account.  Since users are "invited" and the username seems to be only email address of the invited, is the only way to this is to have a second email?

Yes, currently the only way to have two distinct Atlassian Cloud accounts is to have two distinct emails.
