I want to ensure that the PROJECT SETTINGS will only be accessible from the Project lead and the Jira Admin accounts.

Hi Vaughnn - Welcome to the Atlassian Community!

Only project administrators can see the Project Settings option.

Hi @Vaughnn Rei Saplad ,

By default Jira Administrators/Administrator/Site Admins have access to each project settings. Apart from them, you can give access to the project settings to all groups/project roles which have the administer project permission. Usually this is given to the administrator project role. With that said, if you give your project lead that role, then he will have visibility to the project settings.

@John Funk and @John Funk

Understood, I tested with 2 accounts. 1 for a service desk and 1 admin. The Project Settings is not available for the SDs.  Thank you so much for your response and for sharing your expertise.
