Is it possible to install add-ons for a group of users?

I would like to install an add-ons which should only be available for a small part of our total userbase of Jira users. And, of course I would only like to pay license fee for those users.

Is this possible and how would I organise this?

The app tier should always match the licensed user tier for Jira. So depending on how many Jira licenses you have, you should buy exactly the same amount of licenses for the app. There is no way to restrict license tier for a specific group of users. This is Atlassian policy, so even if fewer users want to use the app than your Jira license, the two licenses should match exactly.
