You can easily integrate Jira Cloud and Jira Server using a plugin like Exalate. About how you can secure it, well you would need to provide more details about exactly what your security concerns are. Is it about having the data encrypted in transit? Or is it about what data the other side is able to see?

As already mentioned by other commenters - there are a few applications that can solve your use case. One of them is Issue Sync for Jira (developed by the team I'm part of), which enables single and bidirectional synchronization between Cloud and DC hostings. It automatically creates issues in the remote instance and copies elements as fields, comments, attachments, or statuses, and keeps them in sync also when their values change.
When it comes to security - in Issue Sync admin of each synchronized instance decides which elements will be exposed and the synchronization partner doesn't see anything more than that. There is also a possibility to change the exposed status and field names if their names should remain confidential.

@Kvalitet center hello! It is possible. There is more than one way to do that. If you check the Atlassian marketplace you'll find tools that can help with your use case. One of them is ZigiOps. It's a fully no-code integration solution, highly secure (does not save any of your data at all), easy to use, and scalable. It connects Jira and Azure in no time and syncs the data you want.
