I have been asked to find a solution to a particular issue. The interested party would like to have a message appear that users would need to click OK on. This would contain legalese about how proceeding further is an agreement to adhere to certain rules and conditions. (use restrictions, etc)
I thought maybe a banner would work, but that's not an option in Cloud. Is there a plugin or some other configuration that could be leveraged to make this happen?

from what I understood you want to have a "Terms and Conditions page" but just for Cloud - is this correct?
There is a Suggestion which could be understood like this - but it is for Server.
In case you should not find any matching twin for Jira Cloud on jira.atlassian.com I think nothing should stop you from raising a new Suggestion over there :)
It's obvious that on Cloud things like that might be pretty complex to implement (why there are only Apps for Server to date...). However, your suggestion is worth to be heard.

Unfortunately I don't think it will work. I see this:
"due to technical limitations with Jira Cloud, we are only able to show Announcements on the Jira Dashboard (once you add our widget), on Issue screens, and in Service Desk. Other screens will be made available once Atlassian provides more locations to us. "
The group I'm asking on behalf of needs a message to be shown before they even reach Jira or Confluence, or at the very least, ensure they see it every time they log in.
In Jira there seems to be no way to enforce the System Dashboard as a landing page.
