I assume by "submitted efforts", you mean the work logged on issues?
If so, check the permission scheme on the project - there are rules in there for "who can edit a work-log", "who can work on issues". A lot of us do things like "Project admins can edit other people's work logs" + "you can edit your own work logs"
The "submitted" in there also suggests to me you might have some form of time-sheeting system. If this is the case, we'd need to know what it is (Tempo for example does have a enter/submit/approve process for timesheets, and there are ways to allow people to re-open and edit the work logs that make up their timesheet in it)
I’m sorry I do not understand. Are you asking if you can reopen issues that are marked done? If so then this is certainly possible if your workflow has a transition from your done status to a to do or in progress status.
