No, not without a full system restore, in which you would lose all of the work that has been done since the last backup.
You need to get an app from the Atlassian Marketplace that allows you to do backups with granular restore. Something like the Revyz Data Manager for Jira tool. This will let you restore a single issue if it gets deleted. Or a Project.
Having said that, you need to immediately modify the Permission Schemes to not allow users to delete issues. You can incorporate a status in your workflow for Canceled or Abandoned, or something like that for the users to move cards to. But they should not be deleting.
Even if you install some plugin right now, it's won't be possible to restore previously deleted cards. It could be a solution to prevent such losses in the future.
